The customs declaration CN22/CN23 is a mandatory customs form for consignments sent by a postal company to a non-EU country. The customs declaration shows the contents of the goods to be transported, the weight of the goods, the value of the goods, the sender and the recipient. 


The customs declaration CN22 covers the dispatch of small parcels and the customs declaration CN23 the dispatch of parcels.

Please note that an export declaration is required in certain exceptional cases: 

  • Shipments with a commercial purpose whose goods value exceeds 1,000€ 

  • Several consignments with a commercial purpose that belong to the same transaction, the individual value of which does not exceed 1,000€, but the total value of all consignments exceeds 1,000€

  • Consignments that are subject to an export licence requirement or other formalities due to prohibitions or restrictions 

  • Consignments for which export refunds have been applied for*
